Assuming that the router's DHCP server is working properly, something
must be wrong with the laptop's network connection. It could be the
network adapter, cable, router port, or software configuration.
Try a different cable and router port. Look in Device Manager to see
if there's a problem with the network adapter. If the network adapter
is configured to automatically sense speed and duplex settings, try
explicitly setting them. Start with 10 Mb and half duplex. If that
works, try 100 mb and full duplex.
