Assuming name resolution is not issue here, I would unjoin and rejoin the server.

I have a Windows 2000 (SP4) server that required a bare-metal
reinstall last weekend due to a hard drive failure.
After building the Win 2K server to the point that the remote tape
software (Veritas Backup Exec v8.5) could access the system, I
restored the whole server from tape. System state, and all.
It's been running as a Lotus Domino web and mail server apparently
without issue for the last few days. The web server is accessible and
mail is routing fine.
Since the rebuild, the server can no longer access any of the
domain shares nor can remote machines access the server's shares.
The shares seem to have been recreated during the restore.
The domain shares _can_ be seen by the server and the remote
machines _can_ see this rebuilt server's shares, but connections fail
authentication.
The default administrative shares behave the same. I've even
deleted them and let the system rebuild them.
I can't even connect to back up the server or re-restore from
tape.
Short of rebuilding the server again from scratch, does anyone
have any suggestions?
Do I need to unjoin and re-join the main domain?
Do I need to delete and recreate the user accounts (this machine
has only a limited set of accounts defined)?
Any suggestions would be appreciated.

P.S.
The IIS service hangs during startup now, too, but the web
services are being handled via Domino.
