Allow access by IP address

Using ICF, how can can I allow full access to a specific
IP address ? I know I go into the advacned setting, but
to get access to the files and stuff, which ports would I
use

You might want to see below page, it lists all the ports
and their usage.. (However, I don't know which ports you
really should open. May be that page will be of help to
you).
