What makes you think your connection is not running at the speed your
connection says it is? If it's the speed of your downloads from the net
then you are not going to get anywhere near that - whatever download
speed you see will always be limited by the slowest link in the chain,
be it your link from your ISP or the available bandwidth of the server
you're connected to.
It's not actually going to be that easy to determine the actual speed
between your PC and your router tho' something like Netstumbler may
help. Not sure if it will show actual link speed tho' and I don't have a
copy handy to check, sorry. It will show you the signal level received
tho', which is a useful guide.
