WiFi in Public places

It is possible I have the opportunity to provide (via a small town council
and as a free public service) Wifi internet access in a busy Public Square
near a local college.

The maximum distance from the Base station would be about 80 metres with
clear line of sight. What is the best equipment to do this. Telwest and BT
ADSL are both available in the area. Are there any ADSL providers who would
agree to this usage (do they or Cable specifically ban this?)

Any ideas/costs/etc please?

As far as usage goes, you should find that their business lines will allow
this as long as you meet their other Ts&Cs
