WiFi Neighbourhood.

Ive got a project on the go for testing. i want a Access Point which has a
detachable dongle so i can attach a mamouth bi-directional areil onto it,
with also that i can put a cap onto how much bandwidth a user can use. is
there such a AP out there that can do all that? let us know.
