WiFi browsing for Windows, but not for Linux?

That seems to be the problem a colleague of mine is currently
experiencing in France. Details here:

Any idea what the deal may be?

They could be testing his system ( eg port 80) to see if he has open ports
and if he does deliver that message. This may be related to them not
wanting him using his machine as a server.
He could sit there running tcpdump and looking at the request packets sent
to him, and see if they are probing some of his ports.

That they would send different responses depending on the browser
identification is just weird.
