not on my mac they don't. i've never needed to use capslock for wep
keys.
however, you may need to preface it with a $ depending on the
operating system and airport software version.

go to system preferences, pick the network panel, click on the airport
tab, and then pick the wireless network name and type in the password.
it will connect on boot, sleep/wake, etc.
