Widows version of "who has" or arping

Hi,

Anyone know of a windows utility to arp for a mac address? I mean a forced
multicast, even if the entry is already in the arp table.

We have a device out on a wireless network that is not responding to arps.
If we statically enter the mac address into our arp table, traffic is fine.

Linux has a arping utility for this. Anyone know of a windows version?

I meant "forced broadcast" not "forced multicast".

Arp -a only lists the entries in the arp table, it doesn't arp for a mac
address.

What I need to do is force an arp. That means broadcast for the mac
address.
If the entry is already in the arp table, it won't arp (broadcast for the
mac).

I guess I could arp -d <ipaddress>, then ping <ipaddress>, but this is
clumsy.

I'm having a network problem where broadcasts are not reliably getting to a
certain network device.
