Wi-Fi - public, but secure connection?

Hi,
is there a possibility to set up a Access Point, that there will be no
password to use the internet, but each connection between AP and the
user will be secure (that any any hacker using popular techniques will
not be able to see or change communication between the AP and a
connected computer)?
