Wi-Fi Ad-Hoc Mode

I am trying to understand what is involved in getting a transceiver
into ad-hoc mode.

Is it true that if I take two laptops, A & B, put them both in ad-hoc
mode, then give them proximity, that they will be able to transceive
frames without negotiation?

In other words, does ad-hoc mode simply mean that transception is a
free-for-all?

Seems like these are simply questions that many would know the answer
to.
