My First thought is that a few local people (on the same contention ratio)
are using thier connections the same time as you, and are being badwitdth
hogs (downloading DVD's etc...)
Maybe a local company has moved in and they are hoggingthe badwidth...
Is it the same all day long? Any time better than others?
Other problems might include some software running on you machine make sure
nothing is running (CTRL_ALT_DEL and look for application that are currently
running... get hold of ad-aware 6 and make sure you dont have any data
miners, cookie, or other suspicious software working overtime on your
connection...
