Why does my network crash when 1 DC goes down?

We are currently running 3 domain controllers--two are running Windows
2003 Server and one running Windows 2000 Server. I rebooted a Windows
2003 Server which is not the Schema or Operations Master and noticed
that my authentication to network shares to other servers went down.
Why would this happen? I thought because we have several DC's AD
should be fairly redundant and this should not happen?

Which servers are also Global Catalog servers? You should have at least
one GC running at all times.

I found that we have two Global Catalog servers running. Both were
running when I took down the domain controller and ran into the issue.

No, the other servers also run DNS.
