Why I can't Ping

I have Windows Server 2003 Installed in PC having a Ethernet Card.
I have assigned an IP Address(192.168.0.1) but the network cable is unpluged.
i.e. the machine is a standalone one
when i try to ping (192.168.0.1) with the IP it fails

But in case of Windows98 with the same scenario it pings successfully

When the computer isn't plugged in, you'll see "network cable disconnected"
and then what you describe is normal behavior. What's your goal here?

Hi,

Windows 2000/2003/XP has media sense that disables protocols when
unplugged. This article should address the issue:
