How do you config WEP Passphrase for

If it's possible, then the manufacturer of your wireless NIC will provide
that software.

Win98 was invented and designed before wireless networking. As a result, the
programmers never designed Win98 for a technology that did not exist at the
time. Hence, any hardware manufacturer is responsible for the implementation
of software for wireless access and varies in compatibility, reliability and
usability from one manufacturer to another (or they'd sue one another)

Use the status monitor/configuration utility that came with your wireless
device.
