Christopher,

Barb Bowman is an MVP and wrote the article you
reference. If you don't get a response, ask for her
assistance in your subject heading.

Her article references the 11b protocol, but your new
adapter is 11g. The old WEP standard was 64-bit. The
newer one is 128-bit. Check to make sure the other PC
has the same WEP protocol as you're setting up with the
new 11g adapter. The screenshot of your PC looks like the
Broadband Utility, not the nascent WinXP wireless network
properties in Barb's article.
