The NAt can block the access. this may help, quoted from

How to enable inbound connections
To allow Internet users to access resources on your private network via NAT, you must enable inbound connections. To do this 1) configure a static IP address configuration on the resource server; 2) exclude the IP address being used by the resource computer from the range of IP addresses being allocated by the NAT computer; 3) configure a special port.

Did you have NAT enabled? I would check the NAT first.

I got a Windows 2003 (no sP1) that I just setup has a test server.
The server is installed with 2 NIC (one connected directly on the internet,
and the other on my swicthes)
I have NOT setup any firewall....yet.
I have installed IIS, and create a default web site. I have also create a
default FTP server.
Now, when I do a NETSTAN -AN command, I don't see my external nic listening
on either port 21 or 80.
Also, If I try to telnet (from another machine that has an another external
IP) to port 21 or port 80....still does not work....
Either Windows 2003 IS really lock up by default or i am going crazy on this
:-)
