No.
Group Policy is a glorified "registry editor",...there is nothing in the
registry that will do anything like this.
Even if you use the Restricted Zone it does not keep a user from going to
the Site,...it only keeps everything from executing in the browser (like
scripts) after the page loads.
This is properly done with a proxy server or firewall product that sits on a
server at the network "edge".
