Web Server: Timeout Errors

We recently installed RedHat on a server. It seems web access is
sporadic and random. I receive "connection time-out" errors on the
client side browser. Several days ago I realized that in one of my php
functions, I was creating images, but not destroying them. I fear that
this caused the memory to grow and then stay there? Is it possible for
the memory to be stuck? I did try rebooting but that didn't work.

Here is an example of what "top" looks like. I would appreciate any
ideas or suggestions or other places to look! Thanks.

Just a wee bit more information I thought I should mention. The server
is behind a router and the web server is running on port 88. (There is
another machine running a web server. We are trying to get the "new"
one ready to move into primary web server position at some point).

I just noticed in my web browser from outside the network is trying to
connect to 192.168.1.110 which is the internal IP of the web server.
Not sure why it is resolving there... because I am able to connect
periodically.

Your DNS entries are royally fucked, mate.
