Want to monitor a computer?

How would I monitor a computer sharing my Belkin ADSL2+(2400/1000) 4-Port, VoIP X 2, and Wireless.

I want to know how many Megabytes MB per day and Hour as i seem to always run out of Downloads per month.

I have per month super fast 40GigaBytes.

I want to know who is using the most downloads and slow them down once they reach a limit/month eg: 25GB
or swith them off!!!!!.

There are only two other computers (XP Pro X3) connected via LAN

Take a look at MRTG:
http://www.openxtra.co.uk/freestuff/mrtg-xtra.php

I've never used the Windows version but the *nix version is nice.

It'll show you if one of your computers is hogging the bandwidth.

AFAIK, there's no router (at least consumer level) that can shut off a
computer at a certain limit. There probably is a pro level router that
can, but I'm sure you're looking at $200+ at least.
