W98 download speed 4x slower than XP

Dear Newsgroup:
I have four PC's on a US Robotics router and cable modem.
Two are W98SE, and two are XP, all with Fast Ethernet
adapters. Downloading a 20MB file from a test site one
at a time, the XP machines do it at 180KB/sec while the
W98 machines do it at 42KB/sec.

Protocols in use are TCP/IP, Microsoft Client, and
File/Printer sharing. IRQ's on the W98 machines are
IRQ3, and are not shared with other devices.

The hardware is fairly similar on the four PC's:
-W98, Pentium III 1.2Ghz, 256MB, LinkSys PCI ethernet;
-W98, Athlon 600Mhz, 384MB, Kingston PCI ethernet;
-XP, Athlon 600Mhz, 512MB, 3Com PCI ethernet;
-XP, Pentium 4 2.8Ghz, 512MB, Broadcom ethernet;

The PC I'm doing the changes to is the first one (W98,
LinkSys). This (Dell) got a BIOS update, Windows update,
and device driver update. I next installed a new NetGear
FA311 PCI adapter, with no change in throughput.
Reinstalled the LinkSys. Router and adapter LED's
indicate 100Mbps.

I removed the protocols, then added them back. I changed
the LinkSys "connection type" from AUTO to TP_100_X, and
to TP_100_X+FULL_DUPLEX, no change.

If you think of anything I can try, I'd be happy to. I
admit it ... I'm out of ideas.

Noticed similar on a dual boot NT/98 machine. Difference was around 3X
though.

It's interesting to read your report on your NT/98
machine. Conspiracy theorists make no secret of what THEY
think. I haven't gone through that doorway, yet ... PS:

No conspiracy at all. NT was developed ground up for networking, of which
XP is an offspring of sorts. The 9X series was adapted for networking, like
a patch job from the msdos days from which it originated. XP/NT slow down
alot with software firewalls and other internet protection invoked similar
to Win9X internet speed in many cases. Linux has similar internet speed as
NT which I found interesting.

Thank you for your kind words. I had wondered if the sole
solution might be XP ... and that's OK. I like feeling
conclusive. (It's a customer's machine - I'm an
erstwhile home PC servicer - I'll try to explain it to
her, and MAYBE she won't hit me.)
