I have a problem with a Windows 2003 server on our domain. The w32time
service will not start the error is:
1792 - An attemp was made to logon, but the network logon service was not
started.

The event viewer shows the error was 0x080070700

I have found a article on the microsoft website that says to grant "Change
the system time" permissions to the LocalService account.
I added the user "Service" restarted the server but to luck.

It also says the Group Policy maybe the cause and to run rsop.msc and go to
the System Services - Netlogon and edit the security to check that the Local
Service account has Full Control.
When I do this I can only view the security and not edit it, also Local
Service is not listed.
Also when searching for "Local Service" to add to the security the
user/group is not found.

you can not change that from rsop.
Open the Domain Controller Security Policy and change that from here.

Ok, all is now working, still could not add in the "Local Service" security
user but after changing a few things on the Domain Controller Policy the time
service is now starting back up.
