W2K3 SP1 Firewall setup

Problem is that the firewall of Windows 2003 SP1 seems to be not able to
block data traffic, from subnets other than the own one. We do have a public
IP (141.84.51.5) from a B class subnet, and the filer rule of the firewall is
setup to block traffic not from 141.84.51.x. But only the traffic which comes
not from 141.84.y.x is filtered. Is there possibility to change this?
