w2k3 server won't sync time

i have brought this up several times and so far no one has come up with a
solution... i have a w2k3 standard server on my lan. it is only a simple
workgroup stand alone server running dns, dhcp, iis, pop3, smtp, and some
other services for the lan. it has always refused to sync time with anyone.
i have tried turning off firewalls (i only run the built in windows
firewall), other machines on the lan can sync with outside, i have also set
up a machine inside the lan as a time server and it won't sync with that one
even though other machines on the lan will. what i feel is really odd that
w32tm /stripchart works, so i believe the basic time service is working.
anyone got any suggestions, besides tearing it down and starting over,
everything else is happily humming along, i just have to manually set the
time occasionally.

Hi

Unless it is a weird Windows gremlin, it sounds like a problem with your
registry configuration. The following is the URL for the message that I
posted on 9/18/2007. I never did receive a response to my questions, but my
server has been working correctly with the settings that I post in the
message.
