W2K3 DHCP Server Ignores Requests

I have a W2K3 DHCP Server that seems to arbitrarily ignore requests.
It will sporadically give IPs to two systems (a linux box and a XP
laptop - the linux box is part of the domain, the XP laptop is not),
but it won't hand out IPs to other systems.

I've run Ethereal on the W2K3 system, and I can see the DHCPDISCOVER
requests coming in, but the DHCP server just doesn't respond.

Here's everything I've done so far:

Authorized the DHCP server
Ensured there is no firewall in place between the systems
Reinstalled the DHCP server
Followed the instructions for rebuilding the database

Any ideas on how to make this server respond to DHCP requests would be
awesome. Thanks!

Enable DHCP logging and check log file, if not already enabled. Log files
can be found in the folowing directory: %systemroot%\system32\dhcp
