W2K SERVER Acquring DHCP address When set to use Static

I have a W2K Standard server that is acquring DHCP addresses in my DHCP
scope. This server is not setup for DHCP I have it statically configured.

I do a IPCONFIG/ALL and it only list that STATIC address. The strange thing
I noticed in the lease is that DHCP thinks its a RAS client. The UNIQUE ID
says RAS and the icon under client ip address indicates its a RAS client.
This has got to be something local on this server as I am not having this
issue with other servers.

In addition when I delete these leases after a few minutes the server goes
out and reacquires those addresses thus preventing any other clients that
need a DHCP from acquiring one.

As Bill mentioned, RRAS is grabbing it. Look in Admin Tools, RRAS and see
how it is setup. I fthat is not enabled, then something else is installed or
configured that is doing it.
