The last time I set something up like this, but for 150 users, we used a
Digiboard Retora. If I remember correctly because this was around 10 years
ago, each Retora board handles 256 connections. With the board you the
software and tech support from Digiboard to install/use/troubleshoot it.
But, that product was discontinued and I'm sure they have something else to
replace it with. I believe Multitech also offers such a solution. Of course
you would need a trunk line coming in or, man, it's been so long ago and now
I'm not sure now how to arrange that.

I remember one customer had a trunk put in with 256 lines from Verizon. But
he doesn;t use it anymore and is outsourcing the dialup portion now, which I
suggest for yourself, unless you already got that covered. If you are
outsourcing the dialup portion, you won't need the hardware, but rather
check with the outsourced company on how to setup their required VPN or PVC.
