vsftpd user access (newbie)

I'm running rh9 and I have the daemon up and running, but there is an issue
with making directories when logged in remotely. Why is this? Like, for
instance, I've enabled local users to log on remotely. I have
'write_enable=yes' in my vsftpd.conf file. Is there specific permissions for
the user itself apart from vsftpd that need changed?
