VPN Tunnel with third party Router

I'm looking for the best way to create a VPN tunnel when the destination end
has a dynamic IP address. I'm using Windows 2003 and the other end is either
a 3Com Secure router or Linksys VPN router. Both have VPN functions. I have
no trouble creating the tunnel using IPsec when destination end has static
IP. Any input or strategy would be nice.

The easiest/cheapest way is to use a free dynamic DNS service like
dyndns.org and then connect by domain name instead of IP address. Many
Linksys routers actully have a DDNS tab on the administration web page to
support this.
