Will ME accept incoming connections over a vpn? I cannot
connect using my laptop. I am unable to find any
configuration settings in ME other than to make a
connection out.

That's because WindowsMe cannot be a VPN host, only a VPN client.

You need third party software for vpn server functionality.
eg WinGate VPN
http://www.wingate.com/
