I am trying to find the vpn server software. i can find
the client software on ms site but not the server-for
win98 also, is there another application that allows
remote access to a network other then VPN?

Windows 98 does not support hosting a VPN session, only being a VPN client.
There is no software that will allow it to be a VPN server.

Take a look at VNC from http://www.realvnc.com/ for remote control and logon
capabilities.
