VPN - setup problem

I setup my VPN to winserver 2003 per hte instructions in TechNet article
Step-by-Step Guide for setting up VPN-based Remote access in test lab.

I can access the VPN server from a remote client but get 721 error when
verifying username and pasword.

I have one Win2K3 server that is setup as VPN, Radius & RRAS. All LAN
traffic is just fine. It has 2 NIC: LAN & ISP (cable moddem) and serves as
gateway for the local clients.

I setup my test client as folllows-
Disconnected from LAN
logon as administrator
Use satellite ISP to connect VPN
Connects to VPN server then timeouts on verify.

Any thoughts on what I am doing wrong?

is the server behind a router? it could be the GRE issue. check this page for more details,

vpn process and errore Checking GRE Protocol: after verifying the Username and Password, the VPN will check GRE ... If the IP protocol 47 is blocked, you may receive error 721. ...

The server is the router. I will check you GRE URL
