VPN with Security PPTP with IPSEC?

Not too familiar with VPN therefore decided to get your input...(SBS 2003
Environment)

Main goal

(1) VPN with Security

(2) VPN withOUT need to deploy PKI!

Would PPTP still be okay and be secured "enough?" I would prefer the more
secure L2TP but understand that it needs PKI based infrastructure - which we
can not do - period.
