VPN Routing server 2003- Thanks in Advance for the help

Problem I have gone threw the vpn connection wizzard, selected the network
card IP address I wanted to listen for VPN connections , however when i run a
netstat
-ano command It shows no IP is listening for port 1723,

That being the case I can not port forward from the router to a address
How do I set the internal Listening address - so I can forward from the
router

Additional information
both network cards are assigned static
I have install the DHCP relay agent and pointed at the Hardware router
