VPN - Routing and Remote Access timeout problem

After I restart Routing and Remote Access, my internal interface gets a good
ip address 192.168.50.15 and my VPN client connects fine..

After about 20 seconds or so, at the server - the Inernal Interface IP
address will change to 169.254.102.64 ....

Later when I connect "2nd time and every other time after that" with the
VPN, the internal address in the Routing and Remote access shows
169.254.102.64 until I restart the Routing and Remote Access.

Can some point me in the right direction as to what is causing this..

I have another server setup almost exactly same way - the only difference
between the two is one is STATIC from ISP and the other is DYNAMIC

and that server (DYMANIC) works just fine all the time..

Both servers use 2 nic's, DHCP, DNS and R&RA
