VPN Limited to 28Kbps

I know... another VPN related issue...

Any help would be greatly appreciated!

I have tried and retried to setup RRAS on 2003 and no
matter what I do I see only a 28k connection. Dual NICS,
single NIC, PPTP, L2TP, removed every "Dial-Up' option
available. Nothing seems to change this!

I confirmed this link speed numerours times from various
clients (none dial-up) and servers. There isn't a modem
near my lab servers! I speculate that there is some "Dial-
Up" issue in the configuration!

Does anyone have any clue as to how to remove/configure a
link restriction with RRAS on 2003??? I need to have the
numbers of connections be the throttle bottle-neck not a
hard coded 28Kbps limitation!
