VPN Keeps Dropping. (2003 server)

Windows 2003 server. NO SP-1.
VPN keeps dropping every 3 minutes?
There are no access policies defined in group policy or RRAS policy. Users
are only given dial up access in ADUC. (allow access check box)

Connections are made from multiple sites and the same issue occurs.

Please any help on this would be great.

There are knowledge base articles on these topics, one for each version of
Windows for the most part. I had the problem on an XP client, and SP2 was
suppose to update it. Apparently the update to SP2 worked fine for a while,
then the problem returned. I switched the user from PPTP to L2TP and that
solved the problem (again).
