Not having VPN name resolution usually happens because the VPN server was
configured to pass out the wrong DNS server IPs to the VPN clients. The DNS
server passed out to the VPN clients should be the same IP they use when on
the local LAN (usually a private IP). Then you should have name resolution.

The only way to use VPN direct without an Internet connection is a direct
connection to the VPN server, literally. Usually this would be a dial-up
connection directly to the VPN server. The VPN server would have to be
configured with RRAS and accept direct dial-in connections. Of course, this
would be a LOT slower than a high speed Internet connection.
