VPN HELP

I am attempting to setup a Win 98 computer as a Host on a VPN and a Win 2000 as the client. First time worked as 2000 host and 98 client, but was wrong way. I need to know how to assign a user name and password on the 98 host so that the 2000 can dial into it It gets the the verifying user name and password, and says incorrect....but that is because the 98 hasn't been set up with user names to allow access to it. Any help would be great!

win98 can only be the vpn client not the host.
