VPN disconnect cause router failure on Windows 2003

I have 2 Win 2003 servers with ISA Server 2004 and I use a VPN site-to-site
connection (branch and main office). On the branch (windows 2003 domain) the
VPN connection works. But at the main office (windows 2000 domain), when the
branch disconnects from VPN, all VPN routing fails for current and new
connections.
The RAS service don't want to stop/start ..., i can't reboot the server ...

The only way to allow usage is a hard-reboot the server.

I guess you and me are the only two with this problem. I saw that you
