VPN Client (Vista) receives static routes intermittently

I am using my vista PC to connect to my corporate VPN server (Server
2003 running RRAS) over the Internet. The corporate VPN server is
configured for DHCP Relay and the DHCP server is configured to provide
static routes (249 Classless Static Routes).

I can establish a VPN session every time. However, about half of the
time I receive the static routes and the other half of the time I
don't receive any of the routes. I don't know what would cause this
type of problem to be intermittent other than some kind of timeout or
timing issue. I know the client is supposed to send DHCPInform
message to receive the static routes. Why would it work sometimes and
not work on the others? I am the only person connecting to this VPN
server because I have not released it to production yet.

Has anyone experienced this same problem?

Yes we have the exact same issues on both our XP and Vista machines. Some
machines seem to have the issue more often than others. Unfortunately we have
not been able to find a root cause.
