Vpn and Satellite

We just configured a vpn tunnel from one site to another using routers. The
routers are connected, and we can ping the router at the site with the DSL
modem, but cannot ping the router at the site with the satellite modem. Of
course this is the host site.

We can connect to the 2003 server at the site with the satellite via the
public IP address, but need the tunnel for multiple connections. The
satellite ISP says that you can set up a vpn, but they do not support vpns
and will not help us troubleshoot.

Does anyone have experience with this type of situation?
