Can I set up VPN between two sites
but two sites both use dynamic IP?
Can I use FreeSwan?

How about setting up dynamic dns on both sides?

I am running several VPNs with FreeSwan and dynamic ip addresses, you need
to use dyndns.org though (or similar services) in order to get the ip
address of the other gateway. Then it isn't a problem at all.

Kind regards, Joerg.

I use CIPE with dynamic addresses at each end. However, the host name for
my firewall is based on my MAC address and always stays the same, so I can
use the regular dns.

I wouldn't dare saying "no problem at all", 'cause we had timing problems
with the update of the dyndns hostname and pluto giving up on initiating
the connection. We had dynamic on one end and static on the other. Since
today this specific VPN has two static addresses - much more stable.

Regards,
