VPI/VCI settings

If these are set incorrectly in an ADSL router, would it explain why a
connection can't be made?

For example, I'm trying to set up a Netgear DG834G in Qatar (PPPoE,
going by the settings in the current Speedtouch modem). The
"autodetect" didn't come back after 10+ mins but it seemed to have the
settings right (VPI/VCI 8/35 respectively for Qatar), however even once
I put in the username/password it wouldn't connect. When I checked the
router out later (away from the connection, took it back to the hotel
with me), I noticed that the VPI/VCI settings were back at the default 0/38.

Everything else appears correct (router status indicates that it's
attached to an ADSL line etc.), so would this alone stop the router
connecting?
