Voyager 205 HELP How to open ports

Can anyone give me a step by step account on how to open ports 5198 and 5199
on a Voyager 205 modem router?

A friend who is a radio amateur needs to do this to use a VOIP program on
the InterNet.

He is on adsl 2mb service from BT

He uses W98SE

We have searched the web but can't find a real answer.
