Like all good jokes, this one is based on actual fact. Many
municipalities are running fiber through the sewers. Search Google

Running blown fiber through new conduits installed in much larger existing
sewer tunnels isn't a new concept, yes. But the premise of flushing fiber
down the toilet to connect to that fiber cable isn't. LOL
