I assume BSNL is in India? You need to find out your uplink
speed. The 256k is the downlink speed and OK for VoIP when
someone is talking to you. But to judge if the other way around
is OK, you need to know the uplink speed.
To set up voip, you need standard ethernet ADSL modem
preferably with 4 ports
so that you can connect your 3 PCs to it, and later add a VoIP
phone to the 4th port.
Service providers like
www.voipbuster.com provide software 'phones'
that you install on PC with a microphone and headphones
to make reasonably reliable phone calls from your PC without a phone.
If you are in India, VoIP has been legal since about April 2005
I believe (yup - hard to believe incumbant telco operators
had it banned there for that long!), and so there should be
up and coming VoIP companies there that will give you similar
service, or why not set one up if you can't find locals.
There are also lots of US VoIP companies that provide similar services.
You can have as many accounts as you want with different service
providers and those service providers do not have to be in your
country - but the things to watch out for are peering arrangements
between different operators. The VoIP calls are usually free only between
users of the same company or those companies that have formed
alliances with other companies and have peering arrangements.
Otherwise you end up losing benefits of free VoIP between
broadband users and end up paying money for long distance.
To add a physical VoIP phone to your ethernet, you need
a VoIP router like PAP2 or Sipura. They plug into ethernet
and provide one or more plain telephone outputs.
