what's the best VoIP provider in europe, with which i can sign up for a
flat rate service?
i need to call EU, USA, China

They have had a few problems recently though, but quality of calls is
excellent. No monthly charge either.

Note though that if you want a normal geographic UK number you *must*
register from a UK IP address, but the details aren't checked so you could
get someone in the UK to register for you if you are located elsewhere.
