VM allocation errors

Hello, my server crashes every time when user visits one of websites
hosted on it. It starts from immediatelly CPU usage growth (100%) by
Apache processes and then all becomes laggy. Commands by SSH respond
after few minutes. After that it totally hangs up, even refuses ssh
connections. On screen there are hundreds of VM allocation errors.
After rebooting it goes same every time when someone visits website. I
haven't recently used any cgi/perl scirpts or something which could
take CPU load. Please help.

What goes on in your webserver access and error logs when these sites
are accessed?
