I have to send a multicast message to a group of hosts on a VLAN. The Vlan
does not have a LAYER 3 switch.IT has a layer 2 switch. I understand that we
have to use a layer 3 device such as a router for inter VLAN communication.
Is there any alternatives for sending a multicast message over the VLAN.
There are 2 scenarios
1) a message is coming from outside the network
2) a message arising from the internal vlan environment.

Unless my networking is WAY rusty, I can't see any way to do this.
Multicasting is done via TCP/IP, where layer 2 switches run off of MAC
addresses only, which don't care one way or another about multicasting.
